Improvement Support Centre (FMISC) Patna (Initial set up)
The Flood Management
Improvement Support Centre, is responsible for Flood Management
Information System (FMIS) development and implementation, and its
operation.
This Centre with a modern office set up and well designed layout, was created within WRD, and located in the WRD building at Anishabad,
Patna. The FMISC has been initially put under the supervision of Project Director cum Joint Secretary (an I.A.S. officer) in Water Resources Department (WRD), GoB to develop and operate the Flood Management Information System (FMIS) with technical assistance from the World Bank.
Human Resources:
One
Superintending Engineer (Designated as Joint Director) as the head of
the Centre with Three Executive Engineers (Dy Director) and 13 Assistant
Engineers (Assistant Director) to FMISC. As interim support, eight
contract professional staff (One Flood Management Specialist-cum-Project
Advisor, Hydrologist, Embankment Specialist, GIS Specialist, Database
Specialist, Web Master and System Manager and two nos. (Remote
Sensing/GIS Assistant) are positioned to provide Specialist support to FMISC. The contract staff are funded under DFID Grant.
Infrastructure:
Necessary infrastructure like two Work Stations for specialized functions of image processing and GIS, GIS (ArcGIS) Software 9.1 version, Remote Sensing (ERDAS Imagine) Software 9.1 version, general system operating software, HP Designjet Printer, UPS, and Diesel Generator funded under DFID grant are in place. Other infrastructure includes eight computers for office work, laptop, LCD projector, photocopier, color printer, telephone with STD facility, air conditioners, high speed broadband internet connectivity and support facilities like LAN, FAX machine and scanner have been created by WRD with its own
the world Bank Grant under FMIS-II Project.
The operational expenses including permanent WRD staff, other contract office staff, travel, equipment, services and support facilities are borne by WRD.
Present set up
The
erstwhile Flood Management Information System (FMIS) Cell would be
upgraded into the Flood Management Improvement Support Centre (FMISC)
having larger and stronger institutional capacity with augmented
infrastructure and equipments, which will be created under a Government
Order as a permanent unit of Water Resources Department, headed by an
IAS officer, reporting to Secretary, WRD. This will have a strong
institutional linkage to Flood Monitoring Cell, reporting to E-in-C, and
to the Hydrology Directorate, reporting to Chief Engineer, Planning and
Monitoring, Disaster Management Department, Agriculture Department,
Fishery Department and Rural Works Department.
The Flood Management Improvement Support Centre (FMISC) will have the
following seven sections: Data Acquisition, Processing and Exchange,
Modeling, Information Customization and Dissemination Unit, Information
Dissemination, IT support, Procurement and Financial Management and
Administration unit. All sections will work in harmony.
